Carry out daily real-time monitoring of abnormal trading activities of behaviour in the market place

a) Conduct frontline real-time surveillance monitoring including analysis of trading behavior of participants in the equity market (evaluate and identify unusual trading patterns, possible market abuse, insider trading and/or market manipulation) and promptly alert supervisor for any exceptions or suspicious trading activities/behaviour to enhance market integrity and investors’ confidence in line with the Regulatory objectives.

b) Make recommendation to Head of Division for approval to forward to Bursa’s Investigation or the Securities Commission for further investigation and enforcement action thereafter. Prepare and manage timely and accurate periodic or ad-hoc reports.

c) Close monitoring and in-depth analysis of syndicated groups, maintenance (addition & deletion) of main suspects, movements of dominant brokers and dealers and counters involved. This will involve close liaison with officers in charge in Listing and Corporate Surveillance in following the developments in the PLCs closely. Promptly alert supervisor for effective market management.

d) Supports the Intermarket Expiration Report which analyze and investigates abnormality in the price movement between FBMKLCI and KLCI Futures Spot.

e) Maintain and manage a meaningful database of market contacts, past suspects and relationship linkages over time for an effective surveillance monitoring/detection.

Conduct analysis on unusual trading activities to ascertain any possible breaches of the Rules and / or violation of the securities laws.

a) Analyze trading activities using the systems / information / tools provided. Propose for improvement (automation) to ensure accuracy and efficiency of detection capabilities.

b) Identify possible trading breaches / violation from the data and information available.

c) Use information in (a) and (b) above to facilitate discussion with immediate supervisor to identify possible breaches to rules from the trading activities.

Carry out surveillance actions / regulatory measures

a) Request for information/documents from broker(s) to ascertain relevant facts in relation to suspicious/irregular trading activities. To highlight detected irregular trading activities and concerns to broker for immediate action.

b) Analyze, propose and collate evidence to conduct pre-emptive measures (such as Fact Sharing, Verbal Alert, Surveillance Notice) on trading concerns on brokers to curb irregular trading.

Internal Processes and Best Practices

a) Recommend and continuous improvement in surveillance processes, matrix and frameworks to ensure they are updated, relevant, dynamic and to benchmark it against international best practices and current market trends.

b) Recommend and implement the use of analytical and technological tools that can improve the quality and turnaround time of surveillance deliverables.
